how do I activate the format toolbar? it is all greyed out

I have just loaded Office 2003. When I want to send an email the format
toolbar is all grey, if I open toolbar options and go to customize it becomes
active but deactivates when I close it again. HELP????

Plain Text messages can't have a format. Send your message in HTML or Rich
Text format (but remember that only another Outlook user will be able to
handle Rich Text).
