How do I access "Windows installer 2.1" ?

I have Windows XP pro.

Some software I have downloaded requires that
it be installed by "Windows Installer 2.1".

How can I obtain this?

Please help, Frank
 
Thanks. I have just downloaded the installer
3.1 to upgrade the old one.

My old one must be out of date.
