How do I access Outlook 2003 if my exchange server is down?

I created a new exchange account but now cannot connect to it, consequently I
am not able to even open Outlook to create a different account and delete the
exchange account. It keeps saying the .ost folder cannot be opened off line.

it should open just fine, assuming you previously connected to the exchange
server.

to create a new account - go to control panel, mail.
