How do control the data rate for webcam?

Does anybody know where can I get more information about how MSN Messenger
with webcam works?
I have 3 computers sharing the internet connection and there is a webcam
connected to one of them, used for video messaging, and it slows down
internet for other computers when MSN messenger with webcam is on.

I have few questions-
What is the data rate to/from MSN Messenger with webcam?
Does the data rate decrease when we make webcam window smaller on the screen
or is it always sending full VGA?
If there are couple of messenger windows open with webcam, is it sending
video data separately for each of them, i.e the data rate doubles if there
are two messenger windows open?
How do I control the data rate for web cam, for example reduce the frame
rate or resolution, there are no options for that. Is there a registry key I
can change? There is no need to use 640x480 and high frame rate for video
messaging.

Try microsoft.public.windowsxp.messenger for anything about Microsoft / Windows
Messenger.
