You don't - defragmenting the harddrive requires you have access to
each and every file/folder and sector on the hard drive - even files
that are owned by other users or the system must be accessed and
moved if needed to defragment the drive. The only user to may
knowledge that can do this, of course would be a member of the
administrator group and then would be an administrator.
