How can be enable systems date and time in user privilage

Dear Sir,

Pls advise me how can be posiible to give privilage to user for changing
"System Dates/time"with out administrator and Other Privillage.my PCs are not
connced with servers,all are in LAN only and these PCS are using Vista and
XP Operating system .

Pls give me feedback as soon as possible
