How Can I Tell What App is Using CPU?

When I return to my computer, sometimes the drive is running almost
constantly and when I check CPU use it ranging between 30 & 99%. How
can I tell which app is using the CPU at that moment? I know how to
get a list of all loaded processes, but I don't know how to tell which
is using the CPU at the moment.

You can use task manager to do this. To bring up task manager press
cntl-alt-delete and click on task manager
You can then click on processes and sort them by cpu usage.

Another alternative is Process Explorer you can find it here

Thanks, I never knew you could sort by CPU use. Is this instantaneous
CPU use -- that is use at the moment the sort is done, or is it over
some historical period?

Neither. It changes dynamically as the window is open, reflecting what the
usage is at that moment.

In case anybody cares, the program using all this CPU and disk time
was Windows Defender. I removed it.
