how can i stop the temporary offline files creation?

hi

on our Win2K3 server are alle usershares configured to "only the files and
programs the users specify will be available offline".

Now if i log on a Laptop the files are sychronized, nevertheless nobody said
to do so and the share knows *not* sync anything. What is wrong with this
feature? We have roaming users and i don't like to have on every laptop -
every homeshare! Why is this setting not forced in the way it is written and
how is it possible to have this feature working as expected?

We only have a view people that should have chance to make the files
available offline - yes - but only if the user makes the selection and not
automaticaly! Additional i don't like to force offline folders by group
policies...
