How can I stop invitations from being forwarded?

There are times that I want to limit the meeting to just the original
invitees. Other than telling the invitees not to forward the invitation in
the message, is there any other way I can stop invitations from being
forwarded in Outlook 2007?

No I don't think so. It's one of those situations where it's is about user
behaviour - be firm and tell them acceptances from other people are not
welcome.
