How can I set up a timer to send an email at a specific time?

I would like to prewrite an email and have it sent automatically at a time
that I specify. I have an always on connection to the internet and am using
Outlook 2003. Is this possible?

When you compose the message, click View>Options and set the appropriate
delay. You'll need to have Outlook open and running when the time comes to
send the message.
 
The Options button in the toolbar of the message form. It has a "Do not
deliver before" option that is somewhat limited.
