How can I set Files of Type to be All Files in Word's File->Open?

I have a user who, when opening Word (2002), goes to File->Open and would
like Files of Type to always be at All Files. Is this possible to set?
 
Word usually defaults to the most recent selection (except when it is
"Recover Text from Any File").
