How can I set all 'replies' to be HTML?

How can I set up Outlook so that every reply will be HTML, and not whatever
format (Plain Text, or Rich Text) the original email was sent in?

Outlook replies to emails in the format in which they were sent, respecting the sender's choice of mail format.

unsolicited mail sent to my personal account will be deleted without

Perhaps the people sending you plain text emails don't WANT to receive HTML
replies. have you thought of that?
