Microsoft has a tool for this that currently is in beta. Here is a previous

George said:OK I fixed it Torgier. Didn't require reinstalling IE but I was getting pretty close to that. It turns out there is a certificate that expired on January 7, 2004. It is in the Intermediate Trust section of the Certification Manager using the local computer. I was able to update that expired certificate. I also brought a iuident.cab from machine that didn't have the trouble. I also downloaded Microsoft's codesign authenticode for IE 5 and ran chktrust iuident.cab. This last installed the certificate for the Windows Update site.
