Hotmail does not support IMAP access which lets you access subscribed
folders other than just the Inbox folder. POP only gains you access to the
Inbox folder.

DAV access to Hotmail gave you access to subscribed folders besides the
Inbox folder so it was similar to IMAP access. Microsoft killed off
HTTP/DAV access to Hotmail back on 01-Sep-2009 and switched to
HTTP/Deltasync as their access protocol. No version of Outlook has native
support for Deltasync. The Outlook Connector add-on adds Deltasync support
to Outlook. You will need to delete your current Hotmail accounts defined
in Outlook, install the add-on, and create new HTTP/Deltasync accounts in
Outlook using that add-on. Then you gain access to more than just the Inbox
folder in your account.

If you don't want to use the add-on (which seems a bit more flaky than some
users will tolerate) or don't care to have IMAP-like access to your Hotmail
account using Deltasync via the add-on, just use the webmail interface to
your Hotmail account and move the e-mails from the other folders into your
Inbox folder. If they are new e-mails that your e-mail client has never
before seen in the Inbox folder when using POP to access Hotmail, they'll
get downloaded. However, items in the webmail's Sent Items folder that are
dragged to your Inbox folder will get retrieved by your e-mail client and
show up in its Inbox folder (i.e., they will look like received e-mails
rather than sent e-mails). You could drag them the Sent Items folder in
your e-mail client but the Received date will have change from the original
date shown in the Sent Items folder up in your account for its webmail
interface.

After you have Deltasync's IMAP-like access to your Hotmail account, you can
see and use them in the folders where they already exist. Or you can move
them to other folders within that same message store.

While Outlook can use an .ost file, it cannot export to or import from an
..ost file. It can export and import a .pst file. Make sure when hunting
around for your old exported .pst file to include hidden files. Then use
File -> Open to load that old .pst as a separate message store (rather than
trying to import from it). Then drag the items in the old message store to
wherever you want them in your current message store.
