How can I import contacts from Windows Mail to Outlook 2003

Please explain how to import contacts from Windows Mail to Outlook 2003
 
Open Contacts, select Export, CSV format. Import into Outlook.
 
Well, that's certainly incorrect, it is VERY possible to do this.

In Windows Mail:
File - Export - Windows Contacts - CSV (Comma separated Values)
save the file

In Outlook:
File - Import and Export - Import from another program or file - Comma
Separated Values (Windows)
find the file
