How can I highlight the 'footnote' insert in View drop down menu?

On opening a new document I am unable to select the 'footnote' from the View
menu. The word 'footnote' is in the menu but is not highlighted.
 
This command is not enabled if there are no footnotes in the document. Did
you try Insert | Footnote (Insert | Reference | Footnote in recent
versions)?
