how can I get an attachment bar to always be part of my email?

I previusly always had the bar. Some people send me a message stating I di
not attach what I stated I attached. When I rspond to them and insert the
attachment, the bar shows up and the new inserted attachment appears in the
bar.
 
It sounds like two separate, but related questions:

1) You're saying that some of your recipients don't receive the attachments
you send. Are you using the default format of Rich Text Format? If so, those
recipients who don't use Outlook may experience this problem since RTF is
specific to Microsoft Outlook.

2) Are you also saying that you don't want attachments to appear in the body
of the email? This too is related to using Rich Text Format.

If you send them a Rich Text message, the attachment will appear in the
message body on your end and, unless they're using Outlook, your recipients
won't be able to see the attachment. If you make sure you compose in HTML
or Plain Text, there will be an Attachments field below the Subject and
youre reipients should be able to see your attachments.
