I am a new user of Outlook 2003 and had OL 2000 before. I am used to
attachments to showing up as icons at the bottom of reading pane. Outlook
2003 has it in the message bar-- Is there anyway for the attachments to show
up like they did in 2000 as icons at the bottom of the message - whether
reading or sending? Thank you!

No. Outlook 2003 always shows attachments to Plain Text and HTML messages
in an Attachments field between the Subject field and the body pane.
Attachments to Rich Text messages will appear, just as for Outlook 2000,
within the body of the message.
