How can i get a jpg attachment unblocked in Outlook?

For a jpg attachment, I'm getting a message "Action: Blocked by Filter
Rules". How can I get that attachment back?

Technically, Attachment Options is not freeware, but shareware. From the
Attachment Options web page:

"Attachment Options is a shareware product. To support our efforts to
