How do I unblock attachments

In outlook 2007 Microsft has decided to block potentially unsafe attachments.
I do not agree with everything that they are blocking. Do you know how I can
unblock .url's? I am thinking that Office 2007 was a waste of money. This is
supposed to be my computer but Microsoft thinks that they know what I want
and need. How do I unblock the freaking attachments that I want??

except that the registry key would be 12.0, not 11.0 or 10.0.

How can a URL be an attachment? A URL is a string of text.......
