How can I fix this?

I'm more than sure I have some sort of virus. Here are the effects I've found
so far:
I can't visit anti-virus websites or search for anything about a virus
I can't update windows, it blocks the downloads
I can't open my AVG virus vault, it closes by itself
I can't open windows security center, it also closes by itself
my CPU runs at or near 100% all the time
Task manager processes tab flashes then normal screen then turns blank so I
can't see what processes are running.
These are just the effects I've found so far. Hopefully someone out there
knows how to fix this..
 
Reformatting and reloading the operating system would be sure to work , but
data will be lost. My first step would be to try to repair the problem by
using Stinger ( free of the web ) . A restore rollback might get you up and
going . Up to date antivirus software , firewall and Adaware should be use
regularly after repair is made. Good luck . JJ

As another has already suggested, you could download Stinger and save
it to a floppy disk, using another computer. Unfortunately, Stinger
isn't a broad-spectrum antivirus application; it addresses only a few of
the better known viruses. But it might help, and certainly couldn't hurt.

The type of behavior you describe is typical behavior of more than one
virus/worm, the three below being the most common. Because many of the
newer viruses and worms, such as the Spybot mentioned below, can disable
antivirus applications whose definitions aren't kept up-to-date, try
using one or more of the free on-line scanners to double-check your
system. You'll probably have to try renaming or deleting your
"C:\WINDOWS\system32\drivers\etc\hosts" file before you'll be able to
connect to the on-line virus scanners.
