If it is a pdf file and you are using Adobe Acrobat (not the Reader) use the
OCR feature. You can also try saving it as a text, rtf or Word file.

1 If you save the image in uncompressed TIF format (or convert it to that
format), you can open it in Microsoft Document Imaging (supplied with Office
but not installed by default) to convert the text in the image to editable
text. The result will be nothing like the original but the text will be
editable.
2 You probably have some OCR software supplied with your scanner. Use this
to convert the image to a hopefully better representation of the document.
3 Buy some decent OCR software - my choice would be Finereader.
4. Simply insert the image into the document as a picture and have no
ability to edit it.
