How can I clear all folders in Outlook?

I have over 3000 emails in my draft folder that I DO NOT want to send. How
can I delete them? I have tried all the normal ways. Can I just delete all
folders and start new?

Well, sure, you could just create a new PST, but, what exactly happens when
you try to delete items from your Draft folder?

How to select multiple files in Windows Explorer? Same way works in
Outlook. For example, one method would be to set focus to the Drafts
folder (by picking an item within it), and hit Ctrl+A to select them
all. Then hit the Del key to move them into the Deleted Items folder
(or hit Shift+Del if you want them permanently deleted).
