How can I automatically setup an account and other details on Outlook?

I want to create an account and apply several settings.
Firstly the account details, username, passwords, mail servers etc.
And then I want to create rules for the emails, like when an email is
received from a certain email address, then it should print out
automatically.

How can I then save these settings and give to someone else to execute
and automatically install?

I've seen it done for some ISP's that give out discs that setup their
internet connections and other things.
