How can I add a picture watermark as a signature in Outlook e-mai.

How can I add a picture watermark as a signature in Outlook e-mail Format,
Background, Inster picture is greyed out.
MS Word will send watermark but Outlook won't display it MS Word & Outlook
2003, 512 ram.
