The individual server that handles your HotMail/MSN acct may be down, while the other servers might be working, and other users will get their HotMail/MSN. Or if there is a server is down, in the "server chain", you may not get your email. If you have multiple accts, they might not be on the same server. So sometimes you will find that you can mail from one acct, but another.
Sometimes if you have retrieval problems get HotMail/MSN messages through OE, if you close OE, then go to acct through the HotMail/MSN webmail interface. Open a message, close Hotmail's/MSN's webmail interface. Then reopen OE, it might start to work again in OE.
