In my add/remove program, I have found numerous files
called windows xp hotfix, followed by a coded set of
numbers. It seems as time goes by they become more
munerous. Here's my question: can they be safely deleted,
or are they critical to the OS?

Hot fixes are the programs download by microsoft for thing
such as fix secure problems
 
These are windows updates you have downloaded. Don't remove them or you will
remove the associated fix.

Choosing "Remove" for those entries will delete the corresponding XP updates
you've downloaded from Microsoft. If you won't be deleting the updates, you can
delete the uninstall files. Look under C:\Windows and you should see a lot of
files starting with $NT. Each will show a number series that matches one of the
entries in Add or Remove Programs. Also, if your system drive is formatted
NTFS, all those files will probably show in blue. It's safe to delete these
files if you're sure you won't want to reverse any of the upgrades.

After and ONLY AFTER you've deleted those files from the Windows folder, open
Add or Remove Programs and select "Remove" for the first listing you've deleted
the uninstall file for. An error message will pop up saying the uninstall file
can't be found and asking if you want to delete that entry from the Add or
Remove list. Indicate "Yes." Then repeat this process for each of the other
hotfix entries you want to get rid of.

These are the Windows updates (security and other) that you've
been installing all along. If you remove them from Add/Remove
programs, you reestablish the security vulnerability (or other
problem) that they corrected.

Do not remove these.
