hot fix installation

I need to install hot fix KB840999 were do I place the dll
and exe files? It is used to fix the problem with the
operation of PanelView 1400e software by rochwell
international.

I don't know that hotfix, but generally you just expand the file (to a temp
folder?) & then run install/setup. What happens when you try?
