Newbie at this. I read the other Q/A and thought I found the answer. I went
back and removed the invalid account named POP3. Still could not send email
from Windows and got a message from Symantec that my provider rejected my
email. Can you help?

Your first problem is Symantec. The antivirus program should not be
messing with your email. As a minimum, disable any email scanning
in your antivirus. For more on this, see
http://thundercloud.net/infoave/tutorials/email-scanning/index.htm

Once you have configured your antivirus to keep its tentacles off
your email, you may still get an error message about invalid POP3.
This time, the error message comes straight from Windows Mail,
without adulteration, and we can use it for troubleshooting.
Right-click on the error message, copy, then paste it into a reply here.

Who is your mail provider? Or to ask that question another way, what
is the part of your email address after the @ symbol?

Most likely your password is incorrect. Try disabling symantec and see if
that helps.
