Horizontal Scrolling

Whilst I was using Excel the other day, the Scrolling facility of my Wheel Mouse changed to Horizontal, and I was unable to scroll up or down, unless i moved the cursor over the scroll bar at the side of the page.
In addition, poreesing the wheel button, which normally brings up the pan facility, only allowed panning left to right.

Can anyone tell me how this is turned on/off?
