I've never seen an icon that looks like a bullhorn; what application
does it represent?

The Volume Control icon is a speaker or loudspeaker.

A bullhorn looks different. It has an outdoor type loudspeaker like a
Public Address speaker.

Silly Willy, the Mad Cow Dialogue Box was discontinued with ME/9X. See here:
