I cannot change my home page in IE 7. Whatever I try doesn't work. Any help
out there.

Try in safe Mode and if you have a security software that can block you from
changing the Home page go to the configuration Option and change that to
allow you to change the Home page.
In the S&D click on Tools >> IE Tweaks >> Miscellaneous Locks
[ ] Lock IE Start Page Settings in front of the current user. uncheck
this option or Ad-Ware working in Ad-watch can block you from editing the
home page.
Also you could have Spyware that blocking you from changing the Home page so
scan for malwares.
Here is the Registry editing:
Open the RUN command and type regedit32.exe
or regedit.exe and Click OK.

In the registry Editor click on this KEY:
[+] HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main.
Loook in the Right Pane/Window for Local Page Right click on it and select
Modify.
In the new window Input the Data C:\WINDOWS\SYSTEM\blank.htm and click OK.
Then Locate *Start Page* and there put the New Home page you want, Right
Click on it and select Modify and in the Data: http://www.bbc.co.uk for Ex
and click OK.

The same on this KEY:
[+] HKEY_LOCAL_MACHINE\Software\Microsoft\Internet Explorer\Main.
Local Page change to C:\WINDOWS\SYSTEM\blank.htm.

Start Page
:http://www.microsoft.com/isapi/reddir.dll?prd={SUB_PRD}&clcid={SUB_CLSID}&pver={SUB_PVER}&ar=home
click Ok and Exit the Registry Editor change the home page on the IE
Properties also and Reboot and see if the issue resolved.

What software are you using that prevents it? Intentional software or
malware?
 
This is not on my pc and I did the S&D thing and nothing changed. There are
three users and two are fine but the main one will not change. It stays at an
internet providers web page that was used a year ago. Did a new install of IE
7 and the same. When I get back I'll try some other things.

Was it mysteriously changed to something you didn't want? You are infected
with malware. What is the home page now?
 
I scaned with SpBot, Ad-Aware and it also has Windows Defender, Norton
internet security. Home page is IVNET.com and that is my provider but not
thiers. It did change all by itself. Like I said the other accounts are fine.
 
Try in safe Mode and see if that will help, but you need to log as that user.
Also you can Disable the S&D by Opening a run command and type in:
msconfig click [OK] and on the System Configuration click Start Up Tab
and uncheck the line for S&D ( does it running in Tea Timer Mode?).
Also does they still using this ISP?.
Try the Home Page Lock and Unlock from here- line 63 1st column:

Probably an antivirus program is blocking attempts to change the home page.
If you are using Norton Internet Security, turn this off by:
1. Open Norton Internet Security
2. Click Options, select Norton Antivirus
3. Under Internet, click Home Page Protection
4. Uncheck Turn Home Page Protection On

Other systems are probably similar.
