Home page, search engine never dies

If anyone can help me get rid of this stupid search
engine
at www.searchv.com that has entrenched itself as my
homepage I would be greatly appreciative. I have already
changed it several times in my "internet options." It
will stay gone for the duration of the time that my
computer is on, but if I shut it down and turn it on
again
that damn site comes back. I also tried changing in
the regedit. I have turned it off in the Start menu where
I found a Regedit script that must run to change it back.
Does anyone know how to remove a program from the start
rather then just turinig it on and off
