Home network to another home network connection with dynamic IP. How.

I have 2 home networks connected via 2 DSL lines both of them are behind a
DSL/Router modem with a home network (192.168.1.x).
I'd like to know how to reach one host from another host. In my home I'm on
192.168.1.2 with dynamic IP 82.154.55.92 and Id like to connect to my
brother's PC with 192.168.1.1 connected to the internet with dynamic IP
82.173.14.17.

I downloaded the NO-IP program to dynamicly update the IP adresses.

I'd like to setup a VPN and a Remote Desktop.

Is it Possible, how?

Any help would be very much apreciated.

assuming they are two networks and you would like to use VPN, both sites must have different IP range.

both VPN sites are in the same IP range
