Home Network Issue

Here is my situation.

Strong PC with AMD Athalon Processor 2 Gigs RAM. Have a Westell 327W DSL
Modem/Wireless router. I am using a small workgroup setting on a home
network. Workgroups are named the same on all PC 2 PC's are hardwired, One
Wireless. The Hard Wired PC I have is running Windows Vista 32-bit home
edition. Can connect to the Internet just fine. The little network Icon in
my tray has a red X through it. It's balloon says "Connection Status:
Unknown. Server execution failed". I am trying to launch the Network and
Sharing Center and it takes MINUTES to load and I am unable to change ANY of
the settings. When it finally loads it states the following statistics...

Network and Sharing Center

Network = Unknown

Server execution failed

Sharing and Discovery
Network Discovery = Custom
File Sharing = On
Public Folder Sharing = On (Read only)
Print Sharing = On
Password Protected Sharing = Off
Media Sharing = Off

The thing of it is...I can't change ANY of these settings...I can't even
close Network and Sharing Center. It just hangs there and I have to close
it with Task Manager. When I look at it in running application it says it's
running and I expected it to say (Not responding) yet It is just hanging
there and when I click End Task, then I get it is not responding blah, blah,
blah and then it closes when I click end now.

My question to the group is this...Is there anyone to just re-install or
repair Vista Networking??? I dread the thought of stripping this PC
again...Any suggestions would be GREATLY appreciated.
P.S. Vista is COMPLETELY current. Every possible update installed.

You have a much better chance of finding a solution if you post to
microsoft.public.windows.networking.wireless.
