Hoiw to add sound files to ALL outgoing mails

How do I add a wav file so it plays whenever an email from me is opened by a
recipient?
 
There is a pretty cool little page on this that I tried
recently and it worked for me...

Background sound support in Outlook...

NOTE: If the recipient has their email set for "Plain
Text Only" (or something similar) your message will
not be heard. It is the recipient settings that allow the
sound to be played.
