hlink.dll error when clicking on link

I installed all Windows XP patches issued yesterday and now I am getting an
error in Outlook 2003 stating:
"The File hlink.dll is incompatible with Microsoft Outlook, please reinstall
Outlook" when I try to click on a link.

I have tried repairing and reinstalling Outlook to no avail.

Any thoughts?

This update also seems to cause problems with Powerpoint.

Should I replace hlink.dll with an older version?
