Hitting return key causes cursor to skip a line -how to stop this

I want there to be single line spacing when I hit the return key but don't
know how to change this feature. This occurs with outgoing mail and mail I
respond to.
 
In HTML format messages, use Shift+Enter if you want a line break rather than a paragraph break.
