I am working in a locked down enviornment. I have neither access to ASP nor
SharePoint Services. And yet, I need to confirm how often my site is used.
Is there any other way to add a hit counter?

To confirm how often your site is used, use the webserver logs. These are
much more accurate and useful than any hit counter.
The FrontPage hit-counter requires a server running FrontPage extensions,
other hit counters usually require storing the data on third party servers.
You could write your own hit counter using Perl, PHP, or ASP, if your
server supports any of these, but the logs are more useful.
