I'm confused about the hit counter. I went to

If the hit counter displays graphic numbers, but clicking
Ctrl+Refresh doesn't make the numbers increase, this is
usually a security problem. The anonymous Web account
(IUSR_<computername> on a Windows server) needs update
permissions on your Web's _private folder.
(The _private folder, you see, is where the file that
stored the current hit count resides. If FrontPage can't
updates that, it can;t increment the counter).
If you have FrontPage admin privileges on your server,
displaying the root Web's Administration pages and
running Check Server Health may resolve this problem.
Otherwise, you probably need to contact your host.
