History Files in IE are locked.

I have recently upgraded to XP and when I have gone to clear my IE history
the section in Tools is locked. I have gone through and deleted the files
from my history folders, User Local Settings/ History/day/. These files have
been deleted but when I key an address in IE these old files still appear.
