Hijacked and don't know new administrator password

One morning I found I can only log on to a user account due to a password
being added to the administrator account. I cannot change settings or
install/uninstall programs. Additionally the CD and DVD ROMS were both
disabled in my hardware profile.
Is there anyway I can reset the Admin password or bypass it? The computer
came with XP home preloaded and I do not have a disk.
I'm looking for a solution other than data recovery, reformatting and
purchasing and installing a second copy of my OS. I already tried to add a
cd-rom to no avail.

So you have a damaged Operating System and no disk to repair it with.
Furthermore you are not prepared to spend any money to get it fixed. So what
you're looking for is some magical hack that will put everything right. I am
sorry to say that a broken system is the same as anything else that breaks
you either buy some parts and fix it yourself or get someone else to do it
for you. In this case the solution is to get a PC guy locally to reset your
admin password. This can be done in a couple of minutes so you'll be looking
at less than 1 hour of time charge + a callout. I'm afraid this is really
your own fault because you should have a backup to call on and at least some
system security in place. Its easy for someone like me to criticise after
the event so I won't , but if you want your PC working again then there will
be some cash outlay.

Look here:

The article has several free tools you can try. However, if you have
reason to believe you have been rooted it may well be best to format
the drive and reinstall from scratch.

If your computer did not come with a CD it may have a recovery
partition that can be used to restore it to factory state. Also
some manufacturers that do not provide restore discs (such as HP)
will provide them at a nominal fee.
