No, but you can use shading colors instead.

I just joined this discussion group and this was my first question, so I
didn't realise that this questions has been asked many times before. And well
it might! The 15 colours that Microsoft has chosen are entirely inappropreate
for highlighting, why have they not fixed this long ago?

Most issues aren't new. 
If you want to search the archives, use Google Groups instead of MS's web
interface. Much, much easier.

Good question! Certainly users have been complaining about it for years.
Probably for the same reason that most highlighter pens sold are yellow;
they probably figure that users don't really need more than one color,
anyway. <g>
