High CPU usage Interrupts!

Hi,
I have a problem with a Dell Power Edge 650 running Windows 2000
server SP4.
This server is very slow...normally Cpu usage is 4-5. When i try to
execute a new process Interrups take 70-90% of the CPU.

I booted to Safe mode but still high CPu utilization.
I passed hardware test (Dell 32 Bit Diagnostics Utility).
I don't know if it's HW or SW problem (maybe drivers)!
Anyone got any ideas?

Typicially that would be my test to see if any software, spyware, programs
are slowing down the computer. As you probably know already, when booting up
into safemode, your not loading most extra software or drivers. Since its
still running slow it would lead me to believe it might be hardware causing
this problem. The next thing i would do is back up your data, reinstall the
OS clean, and see if it still happens, if it does it might be your hardware
and you should see about replacing it. Have you also tried updating your
Motherboard bios?
