Hide Inactive Icons has stopped working!

I've lost the ability to hide the inactive icons on the
taskbar. Setting the flag in the taskbar properties seems
to have no affect. Reboots have not helped. I've not
installed anything that might cause this. I'd be happy
with just a registry setting to set it permanently.
