Hidden Files Configuration Problem

Hi,

I hope someone can help me on the following:

I work for a govt agency who wants us to configure settings where the
end user doesn't see hidden files. We went ahead and did but found out
that it only applies to the system administrator account not for any
other users/profiles.

Me and my fellow IT staff can't figure a way to apply "Do Not Show
Hidden Files" for other profiles. Can anyone help?
