HGCUTIL.dll is missing

Everytime WindowsXP loads it says that this is missing.
How do I get it back and what is it?

How do I get it back and what is it?

This is not a Windows file. It is a DLL provided with several different
programs. What software did you install recently? Did the error start
showing up shortly after the installation?

Things to try:
o If the program is running fine when you use it and only causes this
error at startup, disable it from the startup group. If you can't find a
setting in the main program that controls the startup behavior, use Start>
Run> MSCONFIG to disable.

o Check with tech support for the application for a workaround or fix.
