When I try to access help and support I get this error
message: helpctr.exe is not a valid win32 application.
How do I restore my help files? (I can't access my PID to
get email help from Microsoft because of this)

Can you do a Search on your system, looking for all copies of the file:
helpctr.exe and if you find any that are 0KB in size (empty), delete those
(just the empty one/ones) and then try running "Help and Support" again?
