The IE Error Report generates a "appcompat.txt" file.
This can usually be found in:

C:\Documents and Settings\<user name>\Local Settings\Temp\

Paste the contents (if found) in your next message.

Drew,
From Control Panel> Internet Options> Advanced> uncheck "Enable third party
browser extensions."

That should allow IE to work. Then Run CWShredder from
http://www.net-integration.net/tools/hijackthis.html It's been the most
helpful with this problem. CWShredder is only about 125 KB so it could be
downloaded from another machine onto a floppy disk if necessary.

You might also be able to browse and download programs from the address bar
of Windows Explorer.

Follow up with Ad-aware and Spybot to remove other malware and note the
security tips at:

You should re-enable browser extensions after the cleanup.

It's possible that running Repair on IE will help if the previous cleanup
steps didn't:

I was having the same problem and was able to fix it by going to the link that Mike Burgress posted, which is http://support.microsoft.com/?kbid=27639

I followed Step 4 on that link, and now my browser is working fine. I'm not sure that it will fix everyones issue, but it worked for me.
