I suddenly began getting the "Enter Network Password" prompt in order to
send/receive emails. Again, this suddenly began happening. My user name &
password were already in place so I clicked "OK." Received error...not
sending/receiving. I then removed my account, but now I'm stuck. Can't get
it to work.

Sorry. Microsoft 2007. pop-server.rgv.rr.com. I cannot remember the exact
error, but it said something about my account not existing although I had all
my current info present. Since I removed my account it won't let me create a
new one. It's now telling me that an encrypted connection to my mail server
is not available. Please stay with me. I'm expecting some very important
emails.

Verify your account settings with RoadRunner; it might not support
encryption so you'd have to turn that off.
Can you still log on to your mailbox when using the web based interface
provided by RoadRunner?

Regarding the encryption thing...this thing just recently starting popping
up. I've never had this problem before. Regarding the web based interface
it says that my account has been deactivated.

it says my account has been deactivated.
Which explains why it will not work in Outlook either. Contact your ISP and
ask why your account got deactivated.
